#2 / 2013 Category: SOCIO-ECONOMIC PROBLEMS OF REGIONSThe paper shows the need for the development and widespread use of sustainable development indicators for the regions. Two approaches to the construction of such indicators are distinguished: 1) the construction of the integral indicator, typically an aggregation of economic, social and environmental performance, and 2) the construction of a system of indicators reflecting some sustainable development aspects. Based on the experience of the world and Russian, the authors suggest perspective indicators of sustainable development for the Ural region. As integral indicators, there are the index considers adjusted net savings and the human development index. A possible approach to the construction of a system of indicators for the regions is proposed by the adaptation of the UN Millennium Development Goals. The article concludes that the adequate accounting of indicators, which are currently undervalued or not taken into account (the state and the cost of human potential, damage to health, degradation and depletion of natural capital, etc.), can lead to a revision of the medium- and long-term goals for regional development, adjustment of economic relations with the federal government.

#3 / 2014 Category: SOCIO-ECONOMIC PROBLEMS OF REGIONSThe assessment of urban population’s life quality implies an investigation of all factors defining it: economic, social and ecological. The development of the corresponding indicators of sustainable urban development is necessary. The majority of the cities in the world and this country show unsustainable development at present time. In the article, the world and Russian experience of development of indicators of sustainable urban development is considered. In the article, opportunities of adaptation of approaches to these indicators’ development on the basis of Human Development Index developed by United Nations Development Program and an index of Adjusted Net Savings of the World Bank for Russia are considered. The authors propose a new integrated index of sustainability for Russian cities. It is based on the concept and methodology of the Adjusted Net Savings index. In order to evaluate the sustainability of urban development taking into account economic, social, and ecological factors, the authors propose applying three corresponding sub-indexes: gross capital, expenses on human capital development, and damage from environmental pollution in the cities. In the article, the authors’ set of indicators for Russian cities is proposed. It reflects the most acute problems of sustainable urban development in Russia and the quality of life in cities; also it corresponds to Russian statistics. 21 key indicators reflecting important economic, social, and ecological urban priorities are proposed. Indicators are divided into nine groups: economic indicators; energy efficiency; transport; social and institutional indicators; air and climate; water resources; waste; especially protected natural territories; noise influence. Proposed indicators for cities allow more adequately assess trends of urbanized space shaping and quality of life.

#2 / 2015 Category: REGIONAL SOCIAL AND ECONOMIC PROBLEMSThe article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.
