G.,This paper reviews reproduction of labour resources in the northern region of the Russian Federation on the example of the Khanty-Mansiysk Autonomous District - Yugra. A retrospective analysis and an assessment were made, as well as a forecast of manpower in the autonomous region. Demographic factors such as population growth, employment structure by economic sectors, education and migration were investigated. Thus, migration includes shuttle trips due to inter-work in shifts, seasonal migration, illegal migration and internally displaced persons from the Russian Caucasus and Central Asia. In general, a young population structure is responsible for the positive nature of demographic processes in the region. The structure of the population acquires the features typical for a developed territory: high level of education, increased share of employment in industry and reduced share - in real estate development. It is expected that more jobs will be formed in the service sector and in the energy sector; by contrast, at the expense of productivity growth, there will be layoffs of workers.

The peculiarities of their formation and evolution from the strong points of reclamation to multifunctional development of urban settlements are shown. The periods are marked and the reasons for the emergence of cities in historical perspective are identified. The peculiarities of placing cities on the territory of the Russian North, and some of its macro-regions defined as compact urban areas are reviewed. A grouping procedure of urban settlements according to the economic specialization and administrative functions is made. A close relationship between the developments of urban settlements with the cyclic use of natural resources is shown; the risks arising from their single-industry development and economic diversification problems of cities associated with the high cost northern factors are noted. The role and influence of cities on the social and economic processes in selected macro regions and subjects of the northern zone of the Russian Federation are revealed. A special role of cities in the socio-economic development of the northern subjects of the Federation is underlined. The main directions of the development of different functionality cities in a promising period are reviewed.

#1 / 2013 Category: ENVIRONMENTAL AND RECOURSE POTENTIAL OF REGIONIn this paper questions of social and economic development of the indigenous small-numbered peoples of the North in their traditional places of living and traditional business activities are considered. Influence of the process of commercial development on a natural complex and indigenous people owing to negative consequences of policy of use of raw material resources is shown. Problems of interaction of representatives of indigenous ethnicities and subsoil users while developing mineral deposits and implementation of infrastructure projects in northern areas in an existing institutional framework are revealed. The issue in the definition of damage to territories of traditional environmental management because of the absence of approved at the Federal Level and the regulations adapted in regions is noted. The directions on the preservation of the environment and conditions for a habitation of indigenous people and development of branches of traditional environmental management in the conditions of proceeding process of exploitation of natural resources in areas of their accommodation are offered.

#1 / 2014 Category: NATURAL RESOURCES POTENTIAL OF REGIONSThe economic assessment of harm to the arctic ecosystems at the development of oil and gas resourcesIn the article, the problem of development of oil and gas resources and consequence of this process for ecosystems of subarea of the northern subarctic tundra is considered in the example of the Yamal peninsula. These estimates of the main environment-forming and production (resource) functions of tundra natural and territorial complexes in a zone of active development of Bovanenkovsky oil-gas condensate field (OGCF) are presented. Recommendations for the integrated assessment of economic damage from the harm to subarctic ecosystems made by technogenic influence are introduced. The assessment of damage is based on the decrease in economic value of the natural capacity of the territory in the allocated ecological zones (troublesome zone of natural complexes), which development are defined by the stability of ecosystems and intensity of technogenic loadings. Results of an assessment of economic damage to conditions of development of Bovanenkovsky OGCF are given. Results of economic damage assessment for the development conditions of Bovanenkovsky OGCF are given.

#4 / 2015 Category: REGIONAL SOCIAL AND ECONOMIC PROBLEMSThe economic evaluation of renewable natural resources is the urgent and unsolved problem. Today, the assessment of natural resources is a priority for the national strategy of environmental management. In our country, a great influence on this process was provided by the development of market relations, causing the necessity to evaluate the natural resources potential. The state cadastral evaluation of natural resources is the basis for land tax, but it does not allow to assess comprehensively the natural resources potential. The article reveals the concept of economic evaluation, describes its implementation in the Northern regions. In the paper, the authors consider the traditional methodological approaches to the economic evaluation: cost and its modification, rent, market and alternative ones as well as the approaches based on the results of sociological research widely used lately. Also, the methodological approaches using the results of sociological research are utilized. For the assessment of the natural resources, the authors recommend the effective approaches that ensure the comparability calculations and improvement of the reliability of results. The proposed methodological approaches to the measurement of land, forestry, hunting, fishery and biological resources of wild plants allow to take into account the specific features of the Northern territories and implement a comprehensive economic assessment of natural resources potential of the territory. The authors consider the calculation of the unit value index of natural resources potential to rank the Northern territories of the Russian Federation according to the proportionality of project investment for development of natural resources. Methodological recommendations are approved for the conditions of the Berezovsky municipal region of Khanty-Mansi Autonomous Okrug — Yugra.
