The article focuses on the issue of increase in regional economy production efficiency. It also provides methodical background of evaluating the budget potential, as the resourse basis for managing social and economic potential of the region.

In clause there are considered the questions of high-education in region on the basis of activization of use in regional economic development of a mental potential of high schools. There is also put the problem of optimization of interaction of high schools and the government in interests of steady social and economic development of region. Research is based on experience of realization target educational programs of the Perm edge "High schools and region".

In the course of transition to management of results most sharply there are problems of complex monitoring of use of resources and the reached results within the limits of all budgetary cycle. In this article the methodology of an estimation of budgetary potential of effectiveness of realized programs is offered.
