V.,The indicator of gross domestic product, which does not reflect a quality of economic growth, in the concept of sustainable development is modified as an ecologically adjusted gross domestic product. In the article, the problems of a new indicator creation are solved. The attention to the incorrectness of subtraction from gross domestic product is paid, at its ecological adjustment, that part of damage from ecological violations, which makes the under-received income. To avoid the double subtraction of the under-received income, it is necessary to correct gross domestic product only concerning other part of loss — the forced consumption. The big mistake is made at creation of the savings indicator when from gross accumulation is subtracted both the under-received income, and all consumption because of ecological disturbances. It is possible to reduce macroindicators only by that part of loss, which is a part of these indicators. In the article, one more area of the use of ecologically adjusted gross domestic product is offered: replacement of a traditional indicator of gross domestic product at calculations of human development index is proved. On examples of the Russian regions, it is shown that transition to ecologically adjusted GRP significantly reduces value of human development index in raw and ecologically unsuccessful regions.

V.,In the article, the problem of the expanded characteristic of human development is solved regarding ecological indicators of such characteristic. The ecological characteristic of human development, or quality of the population, is understood as the relation of the population to environment and its resources. For a quantitative assessment of this relation, ten indicators are offered. We took into account the possibility of their assessment in a regional section on a base of official statistics. As an example, the five regions, different in level and nature of economic development, are considered: Kursk, Pskov, Sverdlovsk, Yaroslavl regions and Krasnoyarsk Krai. Initial hypotheses concerning estimates of an ecological subindex of human development index are formulated. They were confirmed only partially. The attention to difference between ecological characteristics of quality of the population and ecological characteristics of quality of life of the population is paid.

#4 / 2015 Category: SOCIO-DEMOGRAPHIC POTENTIAL OF REGIONAL DEVELOPMENTThe purpose of the article is the interregional analysis of human potential. In comparison with the quality of life of the population, the quality of population itself is studied far less. The article presents an expanded characteristic of human potential in seven directions: economic activity, demographic processes, physical health, cultural potential, social health, educational potential and the attitude of the population to the environment. On the basis of statistics for 2008–2012 years, 63 indicators of human potential for all directions are selected. In the final result, the correlation analysis has led to the substantiation of the system of indicators consisting of 10 indicators. Three economic and seven social indicators characterizing human potential are included into this system. On the basis of the indicators by means of hierarchical agglomerative methods of cluster analysis, a classification of the Russian regions is carried out in two versions: with economic indicators and without them. The result of the calculations is a stable temporal typology of regions by indicators of human potential covering 74.4 % of the population of Russia. The article provides a substantial interpretation of dividing regions into groups, identifies the strengths and weaknesses of each cluster, shows the specific features of the regions included into the clusters. The obtained results can be used in the development of measures for the reduction of the interregional inequality in terms of human potential. It is possible to define what measures can be effective by studying the strategic directions of the development of regions in the cluster which is the most successful regarding the characteristics of human potential.
