In clause the methodical approach to an estimation of influence of development of a mineral-raw complex on a social and economic condition of regions is offered. The list of indicators of the influence, including both economic and the social indicators is developed, allowing to calculate an integrated rating and to define type of the subject of Federation on a level of influence of a raw complex on its social and economic development. The decision of these problems promotes creation of spatial preconditions of steady social and economic development of regions and Russia as a whole, supports of competitiveness of regions and settlements, identical availability of subjects of managing to the economic and social resources of development.

Clause is devoted to an actual problem of decrease in negative consequences of technological development of key economic branches of the industry at a regional level. During social and economic transformations to Russia to the beginning of 90th years XX of a century there has been begun complex process of re-structuring of key economic branches of the industry, including technological, social and economic transformations. During re-structuring by one of key directions of the decision of existing social problems there is a formation of effective policy of support of small business at a regional and local level. Creation of favorable conditions for development of small business allows for short time and at rather low expenses to smooth disproportions of social and economic development of territories arising at re-structuring. Flexibility inherent in small business, mobility and adaptibility to changeable market conditions can promote the decision of problems of social stability, maintenance of employment and saturation of the consumer market. Creation of the enterprises of small business on the basis of local natural-economic resources raises social and economic potential of industrial territories.

At the basis of the article is the analysis of the problematic situation, currently taking place in gas distribution. All essential aspects both in the work of gas distributing organizations and in governmental tariff policy are tackled in the article. Specific attention is paid to prospects of gasification development. As well, basic drawbacks of the law currently in force are reflected and ways of solving existing problems are offered.

This article includes the analysis of a role of process of extraction and processing of the natural resources, mastered in territory of region on socio-economic development of the Arkhangelsk region. Features of dynamics of density of kinds of natural resources on indicators and spheres of influence are revealed. Also in this paper prospect of development and an opportunity of increase of a role of environmental management in socio-economic development of the Arkhangelsk region are considered.
