There is the direct definition between the quality of enterprise management and the enterprise competi-tiveness in the conditions of modern market. The main amount of Russian and western enterprises use the technology of budget management in finance for operate management. So far, as practice shows, enter-prises often use such budgeting model, which can not be adequate to the modern market demand and modern Russian economy aspects. Modern budgeting models, their advantages and disadvantages are considered and analyzed in this article.

The economic and finance efficiency of enterprise activity is one of the competitive-ness factors in the conditions of modern market. Two indicatives are the basis of economic and finance evaluation: liquidity ratio and profit ratio. Budget management is the unique technology, which can run liquidity and profitability by the system of budgets together. In this article the author describe the way of improvements in budgeting management by the sys-tem of BSC (Balanced Score Card). This tool gives a possibility to connect the system of budget management and the system of strategy management.

The paper presents an analysis of current practice implementation of government support measures for developing entrepreneurship in Switzerland and Russia, with special emphasis on the forestry and forest-based industries. The aim of it is to identify the most urgent and effective measures of government support for encouraging innovation and developing entrepreneurship. The authors analyze the financial, administrative, educational and legal aspects in the development of modern business. They investigate the specifics of the application development mechanisms Enterprise Institute depending on the type of economy. Particular emphasis is placed on the analysis of enterprises innovative activities and their roles in the development of the modern Entrepreneurship Institute. Also, they investigate the wide range of instruments of governmental support, which are provided at the regional level. The comparison and analysis have resulted to making proposals for optimization of the Russian government support programs for entrepreneurship on state- and regional levels. The results of the comparison can be useful to improve developing entrepreneurship and encouraging innovation in the forestry and forest-based sector at the regional policy of Russia.

The paper presents an analysis of current socio-economic and environmental aspects of the industry imbalances in the regional economy by the example of Ural Federal District and Siberian Federal District. The main aim of it is to identify the actual socio-economic problems in the development of the regional economies. The authors analyze the economic, ecological and social aspects in the development of regional economies by the examples. They investigate the specifics of the correlation between industrial development, ecological problems and health problems of the local population. Particular emphasis is placed on the analysis of correlations between the mortality of the population and industrial pollution of air and water. The analysis has resulted in making proposals for optimization of the regional policy in the field of investments, manufacturing and ecology. The special attention is given to environment-oriented projects. The most practicable way in solving the problem of these regional industry imbalances would be the development of regional diversification programs of the Siberia and the Ural economies. It has to support manufacturing and the largest public-private investment projects for the foundation of enterprises in agriculture, food and other industries. The most prosperous among them is the direction of bioenergy and forest-engineering-oriented businesses. The results of the research can be useful in solving the problem of the industry imbalances in the regional economic policy of the Russian Federation.
