#1 / 2011 Category: OPINIONS AND ASSESSMENTSThe problems that currently face the establishments of agriculture are the following: competition with import products, regionalization of support, i.e. prevention to a single market space formation, monopolization of processing enterprises and sensitivity to investments. The technique of assessing the level of economic security of the agroindustrial complex organizations was suggested and described. It identifies the indicators of economic security, indicative markers of economic security and thresholds for performance indicators, current values of performance indicators etc. At the same time, such indicators of economic security of agroindustrial complex organizations are used: availability of arable land, labour, funds etc.; profitability, efficiency, and cost effectiveness. This technique will reduce the risks to economic security of agroindustrial complex organizations, improve quality of life and enhance food security of the state.

#4 / 2013 Category: AGRICULTURAL AND FOOD MARKET: NEW VECTOR OF DEVELOPMENTThe article presents innovative directions of the state support of agricultural producers with the purpose of development of the region’s food reserves. It is established that the food reserves need to be one of the primary and effective way of development of region’s food independence and the food security of the state in the conditions of the WTO. Among the proposed measures for generating food reserves are organizational consulting activities and public investment. The state investments presented as commodity repayment financing, direct purchases and state-private partnership have particular importance. The implementation of such activities will contribute to the effectiveness agricultural production and enhance food independence of the regions, taking into account Russia’s membership in WTO, without any contradictions.

The improvement of rural people life conditions has been planned on the basis of this research. The indexes for life quality of rural people assessment were determined. The main ways for their increasing were defined. An important role in this process belongs to the small innovative enterprises, which develop new technologies and forward them to rural enterprises. It reduces risks because of their implementation and promotes the sustainable development of rural territories. It is planned that on the basis of the authors’ method of innovations application, the subsidized regions using their potential will sell their products on the external market of countries accessed to WTO and thereby will provide population with employment and increase its standard of living.
