This paper presents modern trends of social and environmental responsibility development. Challenges regarding application of social and environmental responsibility tools in the region are stated. Necessity to apply the best available technologies, forest certification and other tools of social and environmental responsibility is proved. Stimuli and a system of financial support to introduce forest certification are suggested. Socio-economic and environmental efficiency of application of the given tools is demonstrated.

Features and condition of existing system of especially protected natural territories of the Komi Republic are presented in this paper. Their specific environmental problems are defined. Strong sides and weaknesses of functioning and management of objects of special protection are provided. For approbation of a complex of methods of steady exploitation of this territory modeling objects of special protection are allocated and the economic assessment is carried out them. Potential recipients of benefits from use of bioresources and ecosystem services on modeling objects are revealed. The territories possessing a reserve for increase in use of their resources and services are presented. Offers on strategy of development of a control system of especially protected natural territories of the Komi Republic are developed. Development strategy of control system of especially protected natural territories is consisting of some institutional decisions. This acceptance of federal-regional agreement about management control; creating of regional rules, which regulate the usage of natural resources in especially protected natural territories; application of an integrated approach to the use of territories, which provide the bases to increase recreation and tourist industry; transfer buffer zone territories to biosphere reservation.

In this article, the damages for biodiversity on the Republic of Komi Protected Areas are outlined. World experience of organizing Protected Areas is represented. The central management tasks into categories of domestic Protected areas are shown. Analysis of prevailing categories of these objects functioning by continents is carried out. The main resources of financing are listed including state investments, various payments, taxes and charitable and grant incomes. In the result of the economic evaluation potential recipients of benefits from the usage of bioresources and ecosystem services on model objects are defined, including the world community, local inhabitants and tourists. Territories that possess reserve for increased usage of its resources and services are represented. The Russian experience of attracting investment, using of economic potential and cultural traditions, development of recreation, tourism and tourism industry and revival of native craft is shown. Actual and perspective objects of tourism and recreation on the territory of Protected Areas are represented.
